IMAT employees are subject to a 24-hour on call work schedules in the event of an emergency and be willing to be relocated to emergency sites with little notice. The teams deploy as soon as notified to respond and are on the scene within 12 hours. Once on scene, the teams operate and function under intense physical and mental stress until the response mission is accomplished. This service will require irregular and/or long working hours which may be under austere environments that include living and working in temporary facilities such as tents, warehouse, or other expediently established facilities, significant damage to critical infrastructure that prevents ready access to potable water (other than for drinking), other than basic medical care, and other routinely available services. Work may include duties other than those specified in the employee's official position description and may involve some physical exertion including activities such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, stooping, stretching, reaching, or similar activities; carrying and lifting of moderately heavy items (up to 50 pounds). In this position, you will be supporting Regional Offices, Region One, Response Division as the Emergency Management Specialist - Operations Branch Director Type II (Infrastructure). Typical assignments include:
When deployed, the Operations Branch Director (Infrastructure) reports to the Operations Section Chief and coordinates federal support for response and recovery to disasters that result in considerable levels of damage or disruption that severely impacts the affected population and infrastructure requiring sustained federal recovery support. Typical responsibilities include:
Ensures information is rapidly and effectively shared throughout the incident organization and to/from the disaster staff. Coordinates with FEMA Stafford Act program managers to ensure the delivery of programs are consistent, meets customer needs, and is implemented in accordance with Stafford Act requirements and FEMA policy. Develops strategies and tactics in support of incident objectives. Coordinates Infrastructure/Emergency assistance activities in support of the State/Tribe; including the Individual Assistance Disaster Case Management Program, activities related to feeding, sheltering, and functional needs, the distribution of emergency supplies, mass evacuations, and reunification services in accordance with the Stafford Act, Recovery policies, and program specific guidance. When not deployed, typical responsibilities for the incumbent include:
Participates in exercises at the national, regional and state level and all required training with states, territories and other federal agencies. Provides input for development of and participate in the execution and documentation of functions and plans affecting critical aspects of FEMA's mission, operational responses and programs Provides basic instruction on disaster-related topics to regions, states and local authorities Participates in the development of regional catastrophic planning for all-hazard responses Assists in the development of plans, goals, and objectives for new initiatives and programs Evaluates and provides recommendations for improving effectiveness of existing programs and activities The qualification requirements listed below must be met within 30 days of the closing date of the announcement. Experience:
Developing and maintaining emergency response or recovery plans; Integrating or assisting with the integration of voluntary agency capabilities into emergency assistance activities; such as, mass sheltering, feeding, donations management, evacuation planning, or disaster case management; and, Leading a team by engaging in activities such as providing guidance, communicating priorities, and/or delegating authority. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
